It is easy to forget that Oliver Twist can't be comfortably be nestled into a "Victorian" story. Dickens created these characters in 1837, the same year Victoria was crowned. That doesn't mean that the events and culture of the Victorian era are irrelevant, though. The problems addressed in Oliver Twist continued to plague throughout the next century, and many cultural changes were already beginning in 1837.
All this being said, much of the research on this website encompasses the true Victorian Era (1937 - 1901), but we are constantly reminding ourselves to remember in which time period Oliver and his fellow characters exist.
